NYSE traders say yes to Germany, no to lederhosen

The floor traders have been through wrenching times in recent times because Cheap Rosetta Stone of the dominance of electronic trading and merciless competition from upstart rivals. Given that backdrop, the prospects of working for a more powerful transatlantic powerhouse are in some ways appealing.Indeed, any concerns expressed about the news on Wednesday that Deutsche Boerse is in advanced talks to buy the exchange's owner NYSE Euronext were more lighthearted than anything else."I think culturally, if they're talking about changing the dress code, I don't look good in lederhosen," said Benedict Willis, 51, a 25-year veteran of the trading floor and the director of floor operations for Sunrise Securities Corp. And some said they were optimistic about the proposed deal, hoping it would help to grow the exchange's business."We still have a presence on the floor and I don't think that will be impacted one way or the other," said Ted Weisberg, a floor trader with Seaport Securities who has been a member of the NYSE for over 40 years. "You hope that the synergies are such that sum of the parts will be greater than the whole."The proposed deal also recalls a long history of German investment in New York City and on Wall Street, experts said."Wall Street for well over 100 years has had prominent German-Jewish bankers operating here," said Richard Sylla, a financial historian at New York Rosetta Stone Chinese University's Stern School of Business."I wouldn't really regard it as a German takeover of America's biggest stock exchange," Sylla said. "I would guess if there's any cultural effect it'll be the Americans will influence Germany more than the other way around."Some of Wall Street's most famous titans were also of German heritage, Sylla said. They have included German-born Paul Warburg, who was nominated to the New York Federal Reserve's first board in 1918, and the founders of Goldman Sachs and Lehman Brothers, Marcus Goldman and Henry Lehman."This German influence has been strong on Wall Street for a long time," Sylla said. But some previous German deals have rattled the Americans. In a takeover finalized in 1999, Deutsche Bank bought New York-based Bankers Trust Corp. for about $10 billion, then the biggest foreign takeover of an American bank.At the time, New York officials called on regulators to investigate if Deutsche Bank had profited under the Nazi regime. Similar calls were made when Daimler-Benz ate up Chrysler in 1998.But the New York Stock Exchange's acquisition of Euronext in 2007 to create NYSE Euronext had already turned the company into a global entity and prepared the ground for a deal like this."You're creating the world's largest market in equities Rosetta Stone Japanese and derivatives, that's what language you're trading on, it's all the same language," Willis said, adding "It's the evolution of an industry, we are still here trading, we're doing what we've done for two hundred years.

"My mother and father told me that they (Western warplanes)would attack the compound so I came here to protect our leader,"said one 10-year-old boy, Mahmoud. About 1,000 kilometres (600 miles) to the east, Frenchfighter jets were destroying tanks and armoured vehicles to haltGaddafi's advance on rebel forces around their stronghold ofBenghazi. The huge Tripoli complex, which includes military barracks, was the target of a 1986 U.S. bombing of Libya. Inside the compound's high Rosetta Stone language software olive-green walls, people dancedto a song setting an oft-repeated phrase from a recent Gaddafispeeches -- "house by house, alley by alley" -- to a melody. Nearby, a man watched the crowd from the back of a pick-uptruck equipped with an anti-aircraft gun. An image of a hand crushing an F-16 fighter was superimposedon the window of a house gutted in the 1986 attack. Men withAK-47 rifles stood nearby. Soldiers looked on from watch towers. Liechtenstein, France in tax deal talks - paper

With state coffers strained by the downturn, Germany,France, Italy, and the Rosetta Stone United States have all turned up the heaton tax evaders. Britain and the Alpine state signed an agreement in 2009under which Britons who have spirited money away there candeclare it to officials until 2015. Liechtenstein had been under intense pressure since Germanyobtained confidential data on LGT, its largest bank, with namesof German citizens hiding money in the tiny principality wedgedbetween Switzerland and Austria. House Democratic Whip Steny Hoyer criticized language inthe bill that he said would dramatically expand the president'spowers to use military force and attempt to reopen the repealof a ban on gay men and women serving openly in the military.Still, Hoyer voted in favor of the measure.'NATION-BUILDING' NEEDED AT HOME Much of the debate on the bill dealt with the conflicts inAfghanistan, Iraq and Libya as lawmakers voiced frustrationover the lack of an end in sight after 10 years of war. Hoyer said that after backing the Afghanistan war for 10years, he now supports requiring Obama to begin planning forwithdrawal. "The death of Osama bin Laden was a landmark moment," hesaid. "The struggle has not ended with bin Laden's death, buthis death is a moment for reflection on that struggle and howwe can best equip ourselves to win it." Representative Jim McGovern, who sponsored the measure, warned that Obama was likely to start his promised drawdown inAfghanistan in July with a token of perhaps 5,000 troops. "We need to safeguard our national security ... but many ofour greatest problems aren't halfway around the world, they'rehalfway down the block. And rather than nation-building inAfghanistan, we need to do some more nation-building right herein the United States," he said. His proposal, which would have required a withdrawal planand stepped-up efforts for a political solution, failed on a204-215 vote. Twenty-six Republicans joined 178 Democrats inbacking it. However, it is more of a paper exercise

It is a very difficult act and we have had to take itincredibly seriously," said Peter Rosetta Stone Software Hambro, chairman of UK-basedRussian mining company Petropavlovsk."It is very hard to implement this sort of thing in acountry where for hundreds of years the way the administrationwas remunerated was by taking a percentage of the taxes theycollected. Undoing that mindset is not possible."LONG-TERM ADVANTAGE? Some officials disagree. The "Arab spring", they say, hasreminded governments of the potential political costs ofcorruption and may prompt them to seek deals with firms theyknow will not make matters worse. They also say Britain had little choice but to tighten itslegislation into line with North America and Europe. "I'm not going to say that loss of business is not going tohappen," Roderick Macaulay, Bribery Act implementation managerfor the Ministry of Justice, told a conference in London lastmonth after several firms said they were already suffering."But in the longer term, putting in place the Bribery Actwill help us and ultimately it will be an advantage." Officials also pledged to put the full weight of localembassies behind Rosetta Stone languages companies to help them tackle extortion.Diplomatic complaints, visa bans for corrupt officials and evenaid cuts could be threatened, they say. In the immediate term, firms are rushing to show that theyhave improved their internal compliance and monitoringprocedures to take the act into account. "It's a level of bureaucracy that we can do without," saidNick Clarke, chief executive of Central Asia Metals , afirm listed on the London AIM index with projects in Kazakhstanand Mongolia."However, it is more of a paper exercise... I can't alwaysbe sitting on all my people... the best thing I can do is getthe paperwork in place." But officials caution against a "tick-box" approach. Theremight be some room for short-term flexibility around"facilitation payments" and hospitality, they say, but most ofthe time staff will know when they are crossing the line."LIKE PORNOGRAPHY" "Bribery is like pornography -- you know it when you seeit," says Nick van Benschoten, head of the anti-corruption unitat Britain's Department of Business, Innovation and Skills."The SFO (Serious Fraud Office) will Rosetta Stone language software ask why you have suchrigorous controls to protect your intellectual property... butnot to stop bribery."
